Take note: at Kaioken x4, Goku's powerlevel is 4 times his normal level, this explains the multiplied levels for Kaioken x2 and x3. Although, it is assumed that Kaioken x1 offers some (but not much) speed boost.

Although Vegeta's Ozouru level is listed as a guess, I can guarantee its 100% correct. A saiyan's power increases 10 times in the Ozouru state, hence Vegeta's 18,000 ups to 180,000.

Gohan and Krillin vs. Freeza's Thugs

At this point, Freeza's thugs have an extremely low level. This is evident because Gohan and Krillin dispatch them in under five seconds! 0_o

Even though Nail is the strongest Namek fighter, he doesn't even put a scratch on Freeza.

Although Vegeta appears to be on the same level as Freeza, I suspect that Freeza is holding back in an effort to stun Vegeta and later hurt his biggest weak point, his pride. Also, it is unclear weather 530,000 is Freeza as he is normally, or when he powers up just before transforming to stage 2.

Piccolo vs. Freeza

Although Piccolo's level is lower than Freeza, he is an extremely intelligent and skilled fighter. Piccolo is able to read Freeza's attacks. This causes Freeza to become flustered about not being able to easily beat Piccolo like he should, forcing his transformation. Also, Freeza is only using a fraction of his full power, as he does when fighting Vegeta and Goku.

Vegeta vs. Freeza (2nd Time)

At this point, Vegeta is a little off his rocker. He thinks that he is now a Super Saiyan. Although he may have had the potential for going Super Saiyan, he lacked a motivating factor. While Vegeta felt entitled to becoming a Super Saiyan, he did not experience any true anger, as Goku did when Freeza killed Krillin. Also, Freeza is only using a fraction of his full power, as he did when batteling Piccolo and Goku.

BTW: That reminds me. None of his Freeza saga levels are anywhere close to what they are STATED in the show. Its almost like he write the list without regard to the series' real level in an effort to make the list easier to create.
